CROSS BORDER TALK

Mexican Billionaire Vows to Be More Charitable

Billionaire businessman Carlos Slim Helú has promised to give more of his fortune to charity.
Slim, whose more than $53 billion fortune has been fueled by his many businesses in industries such as telecommunications, insurance, banking, and mining, seems to be trying to soften his "robber baron" reputation. Earlier this year, he pledged to increase the endowments of his companies' foundations from $4 billion to $10 billion within four years, and he is planning to set up institutes devoted to health and education. According to Arturo Elias, one of Slim's sons-in-law and point man for his philanthropic interests, each institute will be financed by an initial endowment of $500 million.

Recently he pledged $100 million to the William J. Clinton Foundation to fight poverty in Latin America. And he has pledged $50 million to provide laptops and free Internet access to 250,000 children in Mexico and Central America through the Massachusetts Institute of Technology's Media Lab.

Thieves Test Credit Cards on Charities
To check the validity of stolen credit-card numbers, online thieves increasingly use them to make donations to charity.
A small donation, usually not more than $10, helps thieves determine whether credit-card companies have cancelled the cards. Purchasing consumer goods might raise flags, but most people do not suspect any fraudulent intent behind donations. The Red Cross reportedly received 700 fake donations in June, out of 3,600 total, for $7,000. This figure is up from 150 in April and 350 in June. The Red Cross says it has systems in place to detect such fraudulent activity.

Warren Buffett Forecasts an Explosion in Giving

Warren Buffett, the multibillionaire investor who last year donated most of his money to the Bill & Melinda Gates Foundation, says that “Americans are becoming more philanthropically aware,”.
“I’ve heard from a lot of people since last year that are making big plans,’‘ Mr. Buffett says. “I know of one fellow that’s just been involved in a public offering. I think he’s going to be setting up a billion-dollar foundation.’‘The news service speculates that Mr. Buffett is referring to Peter G. Peterson, a co-founder of Blackstone Group LP, a private-equity firm that last week raised $4.13-billion in an initial public offering.

Texas Billionaire May Give $100 Million to Charity in 2007
Harold Simmons, a Dallas billionaire who gained a reputation as a corporate raider in the 1970s and 1980s, may strengthen his image as a philanthropist by contributing $100 million to charity this year.
Through the Harold Simmons Foundation and his personal estate, Simmons has already donated $300 million to causes such as arthritis and cancer research
.But awarding $100 million in a single year would be a first for the self-made businessman from Texas, who leads five companies and whose business interests include steel, chemicals, vineyards, and ball bearings.

Children's Fund in Britain Passes $1-Billion
Chris Hohn, a British hedge fund manager, donated $460-million to the Children’s Investment Fund last year, pushing the fund past $1.4-billion just five years after opening.
Mr. Hohn wife’s, Jamie Cooper-Hohn, runs a foundation that focuses on helping children with HIV in developing countries. A portion of the earnings from Children’s Investment Fund Management goes to that foundation each year.

Ebay Charity Auction: Buffett's Charity Lunch
An eBay charity auction for a two-hour lunch with the philanthropist Warren Buffett leaped past last year’s record in the final 20 minutes of bidding, netting $650,100.
Until just before the auction closed, the highest bid sat at $452,600, well below last year’s winning bid of $620,100.
But the financiers Monish Pabrai, who put up two-thirds of the money for the winning bid, and Guy Spier swooped in and secured the meal with Mr. Buffett at New York’s Smith and Wollensky steakhouse. The proceeds of the auction support the Glide Foundation, which feeds, clothes, and trains the poor and homeless in San Francisco.

Tycoon to donate £1bn to charity
Sir Tom Hunter, Scotland's richest man, is pledging to give away at least £1bn to charity. The donation is thought to be the single most generous philanthropic commitment made by a Briton. The ex-owner of sports chain Sports Division has a £1.05bn fortune. He says it will take years to transfer the cash but that he is committed to doing it. He had already committed £100m to his charitable foundation to fight inequality in both Scotland and Africa.
Sir Tom said he was concerned about the growing gap in the UK between the rich and poor and wanted to boost opportunities for those at the bottom.

IRS Announces New Filing Requirement for Small Tax-Exempt Organizations
The Internal Revenue Service has announced that, beginning next year, small tax-exempt organizations that were not previously required to file returns may be required to file an annual electronic notice, Form 990-N, also known as the e-Postcard. Organizations that do not file the notice risk the loss of their tax-exempt status.
The new filing requirement applies to tax periods beginning after December 31, 2006. Small tax-exempt organizations whose gross receipts are normally $25,000 or less are not required to file the Form 990 or Form 990-EZ. With the enactment of the Pension Protection Act of 2006, these organizations are now required to file the Form 990-N with the IRS annually. Exceptions to this requirement include organizations that are included in a group return, private foundations required to file Form 990-PF, and section 509(a)(3) supporting organizations required to file Form 990 or Form 990-EZ. The requirement does not apply to churches, their integrated auxiliaries, and conventions or associations of churches.
The IRS is developing an electronic filing system (there will be no paper form) for the e-Postcard and will publicize filing procedures when the system is completed and ready for use. The new law requires the IRS to revoke the tax-exempt status of any organization that fails to meet its annual filing requirement for three consecutive years.

World's Rich Donated $285-Billion Last Year

The wealthiest individuals in the world gave more than $285-billion to charity in 2006, according to a the 2007 World Wealth Report, an annual look at the financial practices of high-net worth individuals.
Among the key findings:

> Eleven percent of the wealthy said they gave at least 7 percent of their assets to charity last year.

> Among the richest people surveyed — those whose assets exceed $30-million — 17 percent said they gave 10 percent of their wealth to charity last year.

> Americans and Canadians together gave 7.6 percent of their assets to charity in 2006, 20 cent more than in 2005. High-net worth individuals in the Asia Pacific regions gave 11.8 percent, and those in the Middle East gave 7.7 percent.

> Wealthy Europeans gave 4.6 percent of their assets, while rich Latin Americans gave only about 3 percent of their financial holdings to charity. Latin Americans gave the least, according to the study, because philanthropy is not as well developed there as it is in North America and Europe

The 2007 World Wealth Report is available on Merrill Lynch’s Web site.

MacArthur Foundation to Explore Role of Philanthropy in Virtual Worlds
The John D. and Catherine T. MacArthur Foundation has announced a $550,000 grant to the University of Southern California's Center on Public  Diplomacy at the Annenberg School for Communication to explore the role of philanthropy in virtual worlds.
Part of the foundation's $50 million initiative to build the field of digital media and learning, the grant is the first in a series of activities designed to explore how the foundation can be helpful in advancing the use of virtual worlds for social benefit.
Virtual worlds such as Second Life are three-dimensional, participatory communities that allow users to interact with millions of "residents." Over the last few years, they have become more user-friendly and popular, and have grown in importance as tools for business collaboration, social activity, and nonprofit work.  A recent Walk for Hunger in Second Life, for instance, drew nearly four hundred participants. Through the grant, MacArthur, which already supports several projects with "virtual" components, will explore conversations on pressing issues such as migration, human rights, education, and global and civic engagement, as well  as how it and other foundations can help address community needs. Over time, it also expects to make grants for philanthropy-related projects in virtual worlds. See Press Release
